Republican groups are mounting an intensifying, 11th-hour campaign to mobilize rural voters ahead of Virginia’s April 21 referendum to redraw its US House maps. At stake are as many as four US House seats Democrats want to redraw in their favor for the midterms. To maximize Democratic advantage, the map would put wealthy Washington, DC, suburbs in the same districts as farm communities 90 miles aw
